Preamble:
Our Water Right is a right of “use” not ownership since water is considered a “Public Resource”. Although our Water Right has a high priority date, numerous laws have been enacted that affect the way we have to exercise the Water Right. This Right and the associated laws place the responsibility of assuring compliance on the Irrigation Companies and Districts. Below are listed the responsibilities of both the irrigation entities and the individual users.
A. Protection of Water Rights.
B. Ensuring best management practices are understood and used by users.
C. Ensuring water quality protection is understood and applied by users.
D. Operation and maintenance of the water conveyance system.
E. Day to day conduct of the organizations activities.
A. Understanding and following best water management practices.
B. Understanding that no one irrigator has a greater privilege of water over another. Each share (acre) has the same entitlement and the same responsibilities.
Quantity: The quantity of water to be delivered shall be limited to .02 c.f.s. (8.98 gallons per minute) instantaneous flow per acre. The total volume in acre-feet per year shall be determined by the crop irrigation requirement calculated in inches and divided by the on-farm efficiency factor. For example, if a typical crop (pasture/hay) requires 17 inches of water during the growing season (water duty) and typical on-farm efficiency is 65%, then the number of inches required to be delivered would equal 26.15 inches (17 ÷ by 65%) or a little over 2 acre feet per year. Applied at the maximum instantaneous rate of 0.02 c.f.s. would provide a member with approximately 50 days of water application during the irrigation season.
A. All irrigators that use 100 gallons/minute or more must notify the appropriate Ditch Manager 12 hours in advance of starting to irrigate. The following information must be provided at that time: Amount of water to be used (Rate of application if available); start time; and, duration of use.
B. The above requirement is necessary to assure that others located upstream have access to water at all times.
A. The pipeline will be under pressure at all times. This is a potential danger, so do not attempt any repair until the Ditch Manager is notified and directs repair efforts.
B. Prior to any modification to the piped system being attempted, an application, available from the Ditch Manager or the Secretary, must be completed and submitted to the Board of Directors for approval.
C. Notification of any observed problems, on or adjacent to the pipeline right-of-way, such as leaks, air escaping from services or air vacs, must be made to the Ditch Manager immediately.
